The Global Environment Facility (GEF) have provided a grant, and the World Bank (WB) approved a loan, to the Government of the People's Republic of China for the China Renewable Energy Scale-up Program (CRESP). This support has been provided for the implementation of a renewable energy policy development and investment programs in China. CRESP is managed by the CRESP Program Management Office (PMO) on behalf of the National Development and Reform Commission (NDRC).
 
The Government of the People's Republic of China intends to apply part of the GEF grant to support the establishment of a wind turbine test center in China. During the preparatory stages of establishing the test center, training will be provided to the potential test centre host candidates. The training will cover various aspects related to wind turbine testing. The CRESP PMO intends to recruit an international consultant to prepare and conduct the training. The scope of work is expected to include among others:
1.           Preparation of training materials on:
a.             Basic knowledge of wind turbines testing;
b.             Management of a test center;
c.             Equipment and instruments requirements;
d.             Conducting tests and reporting;
e.             Development of a business plan/strategy for a self-financing test center;
f.              International best practice and lessons; and
g.             Foreign policies and regulations regarding wind turbine testing and certification.
2.          Conducting the training outlined above;
3.           Evaluation of the training effectiveness.
 
Eligible consultants should have the following qualifications:
??           Proven experiences in the field of wind turbine testing, especially for the test of MW-scale wind turbines (Main team members shall have at least 5 years of relevant experiences);
??           Proven experiences in conducting technical and business training courses;
??           Knowledge on financing of wind turbines test centers;
??           Knowledge of wind turbine international standards;
??           Knowledge of wind turbine certification;
??           Capable of clearly and effectively delivering training courses in English; and capable of preparing training materials in both English and Chinese;
??           Relevant experiences in China would be an advantage.
 
The Project Management Office now invites eligible consultants to indicate their interest in providing the above services. Interested consultants must provide the PMO with:
??           A letter expressing interest to provide the required services In this letter, the consultant shall provide a brief statement explaining why the consultant would be qualified to provide the specified services; and
??           An outlined proposed training program
??           Supporting documentation to enhance this claim, such as brochures, description of similar assignments carried out, and CVs of staff to be involved in this assignment.
 
This assignment has tentatively been scheduled to begin in May 2007 and require approximately 60 working days in total including up to 2 missions in China. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
