2006 Work Summary and Planned Activities for 2007

 

I. Introduction

The Sino-Danish collaborative Wind Energy Development Program (WED) is a technical assistance program in renewable energy development area between Chinese and Denmark government. Objectives of WED include learning wind power technologies and experiences from Denmark, building institutional capacity and strengthening technical improvement in China wind power development, through resource assessment, theme study, training, and personnel development, in order to improve China's wind power development and management, and to help a fast development.

The two governments singed the WED agreement in December 2005; with a 45 million Denmark Kroner grant provided by Danish government to assist China wind power planning, capacity building and training activities. The program has been launched since June 7, 2006 in Beijing.

WED includes three components:

??1??Strengthening Wind Energy Development Planning Capacity:

??         National code and standards for making 2020 wind power targets.

??         Planning framework for provincial scale-up wind power sustainable development.

??2??Assisting institutional capacity building:

??         Strengthening institutional capacity in wind power development.

??         Helping specialized institution to understand medium-scale models and input to WasP (a wind resource map analysis and application software) model and to conduct technical training on wind measurement, wind data analysis, wind resource mapping, and micro site selection.

??3??  Training and Program Management:

??         Assisting wind farm development, management and operation in China northeast provinces.

 

During the three years duration of WED, total budget will be 87 million RMB Yuan, including Danish input of 45 million Kroner and Chinese input of 27 million Yuan (non cash input).

 

II. Program Management

As execution administrator, NDRC is responsible for coordinating WED activities. A PMO established by NDRC conducts program daily management. The WED PMO sets up office at the Electric Power Research Institute, responsible for implementation activity management, coordination, and communication with NDRC, Danish embassy, local provincial DRC in northeast China, and national level implementing organizations. PMO will also manage implementation planning, project monitoring, and training activities.

All the WED projects are under the management of PMO. Through discussions and negotiations, PMO will make agreement and/or contract with each of the projects, make implementation plans, and implement them after being approved by the Program Steering Committee (PSC). Each of the three provincial DRCs in the northeast region and investors will assign a coordinator to communicate with PMO.

The current partners of WED include China Electric Power Research Institute, China Hydropower Engineering Consulting Group Co., China Meteorology Bureau, and Development and Reform Commissions of Heilongjiang, Jilin, and Liaoning province. Representatives of the six partners, plus from NDRC, Danish Embassy, and China Ministry of Commerce establish a PSC.

Responsibilities of the PSC include reviewing and approving project proposals, starting project, management manuals, project report, annual plan and budget, audit report, and making decisions on implementation strategies. The committee usually meets every half year. NDRC Energy Bureau takes position of the committee chairperson and PMO director works as committee secretary.

PMO will also look at accounting management of the WED. China Electric Power Research Institute has set up a special account for PMO and provides accounting staff. Disbursement of PMO operation, equipment procurement, and cost for international and domestic consultants will be paid through the special account. Grant from Danish government will be transferred into the account through Danish embassy. The special account will be jointly managed by PMO and international senior technical consultant based on the PSC approved program budget.

 

III. Program Activities

Since WED starts in April 2006, initial stage activities have focused on PMO setting up, staffing, meeting stakeholders, and making work plans.

As a whole, during the initial stage PMO has conducted the following activities:

??            Meeting with relevant Chinese investors to discuss potential cooperation. Establishing WED PMO with the Electric Power Research Institute, and purchasing necessary office equipment including telephone and computer systems.

??            Interviewing prospect PMO workers and finally contracting three staffs.

??            Meeting with collaborative partners, making detailed program strategies, work plans, and budget.

??            Formulating WED management procedures and manuals.

??            Communicating with other RE programs, such as GTZ, CRESP, UNDP, and EU.

??            The WED program was launched in Beijing Diaoyutai National Guest Hotel on June 7, 2006. Many distinguished guests were received, including Prince Joachim and NDRC deputy director Mr. Zhang Guobao.

??            In the second half of June 2006, the first study tour was organized to inspect the planned projects, during which the Danida mission met with most involving agencies and made some adjustment to the program orientations.

??            Under the help of EPRI, PMO set up the WED special account. So far, 5 million Yuan budgeted for the first half year has been transferred from Danida into the special account.

??            PMO has discussed with Heilongjiang, Liaoning and Jilin provincial DRCs on projects of wind farm feasibility study and grid connection system study.

??            Discussed with Daqing Ruihao Energy Technology Co. Ltd about its feasibility study. A preliminary agreement has been reached.

??            Discussed with Heilongjiang Huafu Electric Power Investment Corporation on grid connection system study activity.

??            Discussed with China Datang Jilin Power Company on feasibility study and grid connection system. Initial intention of cooperation has been reached.

??            Training and post wind farm evaluation have been discussed with China Hydropower Engineering Consulting Croup Co. A training requirement evaluation plan has been worked out.

??            PMO discussed potential cooperation with China National Meteorology Bureau and Denmark RISOE Laboratory. An initial cooperation plan has been completed.

??            Discussion with EPRI on Windpro translation and grid connection planning. Agreement on Windpro translation and technical assistance has been reached.

 

IV. Activities planned for 2007

??         According to overall arrangement of WED implementation, two PSC meetings will be called in April and October 2007 respectively, in order to summarize program progress and plan for next stage activities.

??         Based on the first half-year work plan approved at the PSC meeting in Oct 2006, WED will focus on the following activities during the first half 2007:

1?? Choose one project at each of the provinces in northeast China as demonstration project of wind farm feasibility study.

2?? Choose one wind farm at each of the provinces in northeast China to conduct grid connection study.

3?? Choose one wind farm at each of the provinces in northeast China to conduct post wind farm evaluation.

4?? Evaluate training requirements at the three provinces, complete a training requirement report, and make a detailed training program.

5?? Complete Chinese translation of the Windpro software system, donate two packages of the translated software systems to each of the three provinces, and conduct user training.

6?? Make a wind farm grid connection planning. And 

7?? Formulate medium scale models at the three provinces, including application training.

During 2007, PMO will make more efforts in:

??         Strengthening communication and coordination with project implementing organizations to ensure all the activities to progress as already planned.

??         Sharing with other wind energy PMOs on information and experience of program management.

??         Bilateral government support will contribute greatly in successful program implementation. Therefore PMO will work more closely with both Chinese and Danish government to ensure a smooth WED implementation.
